He said the historic project would help meet the water requirements of Karachi\u2019s industrial and residential areas while also contributing to reducing pollution in the city, the sea and water bodies.<\/p><p><br>Chairman Bilawal Bhutto Zardari said that resolving Karachi\u2019s water crisis had remained the PPP\u2019s foremost priority. He said the entire country, particularly Sindh, was facing water shortages, while Sindh was also not receiving its due share of water in accordance with the agreed water distribution arrangements. He further said that instead of ensuring Sindh\u2019s due water supply, projects were being undertaken in the upper riparian areas that contributed to water shortages in Sindh, including Karachi. He said the water accord also clearly provided for additional water to Sindh to meet Karachi\u2019s requirements, yet Sindh, including Karachi, continued to be deprived of its legitimate share.<br>Continuing on the issue of water, the PPP Chairman said that despite these difficulties, the Sindh government, particularly the KMC, had made it a priority to conserve and make maximum use of the water available to Karachi.He said that a few months ago, a 25-million-gallon-per-day water treatment facility was inaugurated in Keamari, with a further addition of 55 million gallons per day planned for the facility. He said that a historic project was being inaugurated today. He said the SITE industrial area was an important centre of employment and economic activity for Pakistan, Karachi and the national economy. Under the first phase of the project, a 35-million-gallon-per-day water treatment facility was being established, which would help meet the water requirements of the SITE industrial area. He said that under the second phase, an additional 65 million gallons of water per day would be treated, taking the total capacity of the facility to 100 million gallons per day. Another major benefit of the project would be the treatment and reuse of wastewater, which would also help reduce pollution in the sea and water bodies.<\/p><p><br>Chairman Bilawal Bhutto Zardari said that a water supply project for Lyari was also under consideration, and expressed hope that the project to provide an additional 10 million gallons of water to the people of Lyari would be completed by October 20. Similarly, 10 million gallons of water would also be supplied to DHA, although the people of Lyari would receive the water at a lower price. \u201cOur objective is not to work for one particular area, but for the people of the entire city,\u201d he said. \u201cWe have to resolve the basic issues faced by the people of Karachi and undertake development work in every area without discrimination.\u201d<\/p><p><br>He said that the PPP was the only political party that had always prioritised Karachi and remained committed to resolving the city\u2019s problems. He said that he himself was born in Karachi, as was his mother, Shaheed Mohtarma Benazir Bhutto. \u201cKarachi is our own city, and we will continue to serve it,\u201d he vowed.<\/p><p><br>Chairman PPP said that the party\u2019s friends and allies sitting in the federal government often liked to comment on Karachi\u2019s problems, but the reality was that Sindh, and particularly Karachi, had continuously faced injustice from the federal government. He said Karachi was not receiving sufficient water or gas, despite the fact that gas was produced in Sindh. The Constitution, he added, provided that the people of the areas where natural resources were produced had the first right over those resources, yet Sindh continued to be deprived of its legitimate rights. Despite this, we continue to listen to the criticism and continue doing our work.<\/p><p><br>Chairman Bilawal Bhutto Zardari said that under this project, the federal government had promised to bear 50 percent of the cost, but failed to fulfil that commitment. Once again, he said, a promise made to Karachi had been broken. Consequently, the Sindh government, KMC and the public-private partnership mechanism found a way to move forward with and complete the project. Regarding the K-IV project, he said that the federal government also had an important role to play in its completion. Recalling his meeting with Prime Minister Mian Muhammad Shehbaz Sharif, he said he had emphasised that if there was any project where \u201cShehbaz Speed\u201d was needed, it was the K-IV project for Karachi. He regretted that K-IV had still not been given the importance that Karachi deserved.<\/p><p><br>He also highlighted the importance of the Sukkur-Hyderabad Motorway project. He said motorways could be constructed in other parts of the country, but for some reason the Sukkur-Hyderabad Motorway had not moved forward. He said the motorway would connect Karachi with the national economy and its completion would benefit the entire country\u2019s economy.<\/p><p>\u00a0 <br>Speaking about the country\u2019s current political situation, Chairman Bilawal Bhutto Zardari said Karachi was \u201cmini Pakistan\u201d and was connected with every city and province of the country. In particular, he said, any problem in Khyber Pakhtunkhwa ultimately had repercussions for Karachi as well. He said the security situation in Balochistan and Khyber Pakhtunkhwa was a matter of serious concern. If terrorism was not brought under control, its effects could reach other parts of the country, including Karachi. For this reason, he said, the PPP considered terrorism a matter of the highest national importance.<\/p><p><br>He stressed that terrorism should not be viewed through a political lens, but should instead be treated as a national issue that all political parties and state institutions must collectively confront.<br>Chairman PPP said that, over the past week, the federal government had been in contact with President Asif Ali Zardari and the PPP because of the continuing terrorist incidents in Khyber Pakhtunkhwa and attacks from Afghanistan. He said the situation was a matter of concern and that the role of India behind these developments was also clear. He said the federal government had been considering the imposition of emergency and Governor\u2019s Rule in Khyber Pakhtunkhwa. Emergency and Governor\u2019s Rule, he noted, were constitutional provisions that could be used when necessary.<\/p><p><br>However, Chairman Bilawal Bhutto Zardari said the PPP\u2019s position was that every possible political avenue should be exhausted before resorting to constitutional measures. Political parties, he said, should make every effort to find a political solution through which terrorism could be confronted more effectively. He said that negotiations should take place with all political parties, including the Pakistan Tehreek-e-Insaf (PTI). He said every political party had the right to protest and that the ongoing protest in Islamabad had achieved a certain degree of political success. However, he stressed that the issue of terrorism confronting the country could not be ignored in the prevailing circumstances.<\/p><p><br>He pointed out that while political protests were continuing, terrorist incidents were occurring repeatedly in Khyber Pakhtunkhwa. If the provincial government did not give the issue of terrorism the required importance, he said, the federal government could ultimately be compelled to consider constitutional options. Before reaching that point, he said, PPP and all other political parties should make efforts to contact the PTI and persuade it to acknowledge the political gains achieved through its long march and protest and bring the protest to an end.<\/p><p><br>Chairman Bilawal Bhutto Zardari said there should be a formal written agreement between the federal government and the Khyber Pakhtunkhwa government under which both sides would jointly confront terrorism. He stressed that if there were political crises or political differences, these should be kept separate from terrorism and matters of national interest. Political issues should be discussed separately with the relevant political parties, while the national strategy to combat terrorism should remain a separate matter.<\/p><p><br>The PPP Chairman expressed hope that all political parties currently in Islamabad would understand the importance of the negotiations taking place at this time. He said it was in the interest of all provinces, all political parties and democracy in Pakistan that a common political solution be reached so that a situation did not arise in which measures such as the imposition of emergency became necessary to confront terrorism. \u201cTerrorism is a red line for the Pakistan Peoples Party,\u201d Bilawal Bhutto Zardari said, adding that the party\u2019s workers and leadership had made countless sacrifices in the struggle against terrorism. He warned that the current situation in Balochistan and Khyber Pakhtunkhwa was not satisfactory and that if the situation deteriorated further, its effects would not remain confined to the two provinces but would spread across the country, including Karachi.<\/p><p><br>Chairman Bilawal Bhutto Zardari said the PPP wanted the ongoing political negotiations among political parties to succeed so that Pakistan could achieve political stability rather than political instability. \u201cWith political stability, we will be able to confront terrorism and continue delivering development projects that address the genuine problems of the people,\u201d he said.<\/p><p><br>In conclusion, Chairman Bilawal Bhutto Zardari congratulated the Sindh Chief Minister, the Mayor of Karachi and the entire local government team, saying that the PPP had done more work on Karachi\u2019s water issues than any previous mayor.
